On Thursday June 19, 2025, the Fabron campus hosted the first graduation ceremony for the "Secrétaire Général de Mairie" course offered by IUT Nice Côte d'Azur.

This first class was made up of 15 students, all already working in a town hall, with an average age of 40.

About the "Secrétaire Général de Mairie" training course

Initiated by Senator Alexandra Borchio Fontimp, the training course is run by the IUT Nice Côte d'Azur , in partnership with the Département des Alpes-Maritimes, which is funding the initiative, the SICTIAM, the Association des Maires des Alpes-Maritimes, the Association des Maires Ruraux des Alpes-Maritimes, Agence06, the Centre Gestion des Alpes-Maritimes and the SICTIAM.Association des Maires des Alpes-Maritimes, l'Association des Maires Ruraux des Alpes-Maritimes, Agence06, the Centre de Gestion des Alpes-Maritimes and the Direction générale des Finances publiques (DGFIP). It is part of a professionalization initiative designed to meet the specific (and growing) needs of small and medium-sized municipalities for qualified town clerks.
Objective and target audience

The aim of the "Secrétaire Général de Mairie" training program is to train multi-skilled staff capable of handling the administrative, financial and legal management of a town hall , mainly in small towns .mainly in small local authorities (with fewer than 3,500 inhabitants), at a time when it is estimated that, from 2030 onwards, a massive number of current town hall secretaries will be retiring.
Target groups: Town hall secretaries wishing to upgrade their professional skills / Agents undergoing professional retraining or newly recruited to the local civil service.

Course content and duration
  • Functioning of local authorities (organization of a commune, legal framework, etc.)
  • Administrative management (administrative acts, civil status, elections, etc.) / Accounting and public finance (budget, monitoring public procurement contracts, relations with the Treasury, etc.)
  • Human resources (personnel management and local civil service statutes) / IT and office automation.
  • The course lastsaround 6 months , with face-to-face and/or distance learning 1 day a week. Total: 131 hours of training.
Training challenges
  • Increased professionalization (small communes often have multi-skilled needs). This training aims to equip town clerks with a wide range of skills (administrative, budgetary, human resources, legal);
  • Combating staff shortages (many rural town halls are facing a shortage of qualified candidates. This training is a direct response to this problem);
  • Encourage vocations and guarantee easier access to local employment (the training is designed to lead to positions in town halls on a contract basis, or in certain cases, to success in local civil service competitions (administrative assistant, local editor, etc.).
