Partnership Agreements Between Université Côte d'Azur and the Alpes-Maritimes Departmental Directorate of Finance, Public Administration, and Industry

Two partnership agreements were signed on Monday, June 1, 2026, between Université Côte d’Azur, represented by Prof. Marc Dalloz, Vice President for Institutional Affairs and Oversight of the Grand Établissement, and Prof. Eva Mouial Bassilana, Dean of the Faculty of Law and Political Science - EUR Lex Société, Philippe Luppi, Associate Professor of Public Law and Director of the Master’s Program in Corporate Tax Law and Procedures, Konstanze Beck, Director of the Université Côte d’Azur Welcome Center, and Mr. Jean Paul Catanese, Departmental Director of Public Finance for the Alpes-Maritimes.

The purpose of these partnerships is to promote collaboration between the two institutions by facilitating the organization and coordination of various initiatives over the next four years.


1 / Renewal of the educational and research partnership agreement

This initial agreement, originally signed in 2022, is being renewed to strengthen collaborative ties between the University and the DDFIP 06 in several areas:
   

Education

- This agreement allows DDFIP 06 staff to teach courses on the land registry, corporate taxation, and income tax to students in Master’s programs in Public Law, Notarial Law, and Private Law.

- All students in the first year of the Master’s in Public Law (Corporate Tax Law and Procedures track) will be able to participate in the “Income Tax” campaign for a period of up to four weeks. 
The EUR Lex Société exam schedule will be adjusted accordingly, and this participation will be governed by an internship agreement.

- Depending on needs, the DDFiP 06 may offer law students—preferably those who have taken courses in tax law—an internship of at least two months or an apprenticeship contract lasting 12 to 24 months.
 

Research

DDFiP 06 staff may participate in conferences or study days organized by CERDACFF or other EUR research laboratories. Their oral presentations may be published (subject to DDFiP 06 approval).

Communication

- Law students will be able to attend a presentation on the missions, professions, careers, and pathways to the DGFiP. This annual event will be co-organized by the faculty and the DDFiP

.- Each year, the DDFiP 06 will award a prize called the “Public Finance and Tax Law Trophy,” which will be presented during the faculty’s opening ceremony:
  • To the recipient of the Master 2 in Public Law, specializing in Corporate Tax Law and Procedures
  • To the winner of the Master 1 in Public Law, Corporate Tax Law and Procedures track
  • To the graduates of the Bachelor’s 2 in Law who have taken the course in public finance and/or tax law
The awarding of this prize may be accompanied by an offer of an internship of a duration to be determined or a one-month assistant contract within the services of the DDFIP of the Alpes-Maritimes.
 

2 / Partnership Agreement for Assistance with Income Tax Filing

Each year, during the income tax filing season, the DDFIP will offer assistance with tax returns and related formalities to doctoral students and international researchers affiliated with Université Côte d'Azur.

This half-day support session will be organized in collaboration with the Welcome Center, a university service dedicated to welcoming and assisting European and international students enrolled in one of Université Côte d’Azur’s six doctoral schools*—as well as international researchers at Université Côte d’Azur and its partner institutions—with administrative procedures.
